Subject	How many amps are needed to fully engage the starter?

Message	Guys I've got a shortblock on the floor I want to do a compression test on. I've got a spare empty bell housing I've bolted up to the engine, and also bolted the starter up. I've got a 50amp battery charger that I hooked the positive lead up to where the battery cable goes on the starter, and put the negative lead on the starter chassis. I then gave the trigger wire 12V and all i can get out of the starter is the 'clicking' I know the starter is good.....its a newer bosch unit that worked just fine on the car it came off of a few weeks ago. Im wondering if I just dont have enough juice to energize the solenoid and power up the motor... Thoughts?
